Inside the GOP’s debate over permanent tax cuts

Key House Republicans are opening the door to employing a new scoring method in reconciliation so they can make the Trump tax cuts permanent without gigantic budgetary offsets — as Senate GOP leaders are demanding.

Senate Republicans are also eager to make other changes to the House-passed budget resolution that paves the way for a tax, border security and spending cut package later this year. But House leaders are cautioning senators against unraveling the careful balance they struck to get deficit hawks and Freedom Caucus members to support the measure.
