The federal government runs out of money in seven hours, and a shutdown is all but certain at this point.

The Senate will soon begin voting on the House-passed bill to fund federal agencies through Nov. 21. Senators will also vote on the Democratic counteroffer, a monthlong continuing resolution filled with health care policy riders and restrictions on the White House’s ability to rescind funding.
