Senate Majority Leader John Thune announced Tuesday that the Senate will vote on a Congressional Review Act resolution to overturn California’s waivers under the Clean Air Act, setting up a contentious fight over Senate rules and procedures.
Thune and Senate Majority Whip John Barrasso have been working for the last few weeks to convince a handful of GOP holdouts who were uneasy about the prospect of voting to disregard the Senate’s parliamentarian.
