An “America First” measure that would limit the export of advanced semiconductors to countries like China is unlikely to make it into the annual defense policy bill, according to key House lawmakers working on the GAIN AI Act.
Given doubts from leadership and the White House about the proposal, as well as the tight timeline to finish the National Defense Authorization Act, GAIN AI’s inclusion in the bill faces high hurdles that are quickly becoming insurmountable.
