U.S. chipmakers recently let out a sigh of relief when the Trump administration agreed to make it easier to sell their products abroad.
But a proposal making its way into the Senate's annual defense policy bill has their pulse quickening again.
The GAIN AI Act from Sen. Jim Banks (R-Ind.) has been included in the FY2026 National Defense Authorization Act that’s currently being debated on the Senate floor. Banks’ proposal would require chipmakers to give American buyers first dibs on AI chips before they’re sold to China or other U.S. adversaries.
