Rep. Frank Lucas (R-Okla.) says the hype – the tedium, the pain and the struggle of a conference – is overblown. Lucas was a conferee in the process that resulted in the Dodd-Frank Act following the financial crisis, and he’s done a few conferences since to get through the farm bill process.
“Conferences can be very efficient,” Lucas said. “They can be a very effective process.”
