BY JOHN BRESNAHAN, ANNA PALMER AND JAKE SHERMAN Next week could be one of the biggest weeks of President Joe Biden’s first term. Speaker Nancy Pelosi announced Saturday that she wanted House Democrats to pass the bipartisan infrastructure bill, the reconciliation package and government funding this coming week, an enormous goal with a three votes to spare. The House Budget Committee passed the $3.5 trillion Build Back Better Act on Saturday, but that’s not the reconciliation package that the House will vote on. Instead, Pelosi and Senate Majority Leader Chuck Schumer, along with White House officials, are scrambling to reach a bicameral deal that could garner widespread Democratic support. Here is Pelosi’s “Dear Colleague” letter, which went out late Saturday afternoon.
The House Democratic Caucus will meet Monday evening at 5:30 p.m. to discuss its strategy moving forward. There are few people in Pelosi’s leadership who believe the caucus is ready to pass the reconciliation package, given the massive divides between moderates and progressives. And as of right now, the House doesn’t have an agreement with the Senate on the size, scope and content of the multi-trillion dollar social spending legislation. But Pelosi’s push seems aimed at creating urgency in the caucus — a tried and true legislative tactic with lots of risk, but also significant reward if successful. Government funding expires on Sept. 30, and Senate Republicans are moving to block a House short-term spending package that averts a shutdown and lifts the debt limit. The Senate is expected to alter the legislation by removing the debt limit and will send it back to the House. The debt limit is set to expire at some point in October, and Democratic leaders must figure out a way to do that without GOP support.
