BY JOHN BRESNAHAN, ANNA PALMER AND JAKE SHERMAN Good morning. We just wanted to send you a quick note with some White House paper on their Build Back Better framework. Here are two sheets the White House sent out this morning detailing their framework for the reconciliation bill. We were on a call with senior administration officials this morning where they laid out this plan. Not all Democrats are on board with this. The officials declined to say if key lawmakers had signed onto this plan. We know there are significant misgivings about the framework and loads of progressives want to see legislative text before committing to anything. There are key wins for progressives: Medicare will provide hearing coverage, for example. But allowing Medicare to negotiate drug prices did not make the cut. Nor did expanded dental and vision coverage. President Joe Biden’s goal here is to build support for this framework among House Democrats, and convince the caucus to approve the $1 trillion infrastructure package as early as today.
