The Senate will be sleepy this afternoon ahead of a 7 p.m. vote on the motion to proceed to the foreign aid package. There won’t be a time agreement to vote earlier.
As we explained in the AM edition, this is a simple majority vote and will advance easily. Senate Majority Leader Chuck Schumer will then file cloture on the substitute amendment, setting up a cloture vote, at a 60-vote threshold, on Sunday.
