The legislation, which the lawmakers plan to introduce officially next week, comes as the White House has drawn congressional fire for repeatedly waiving sanctions on Moscow’s oil shipments. The move, critics have charged, boosts Russia’s energy export revenue to fund its war against Ukraine.
“By easing sanctions on Russia, Donald Trump is bankrolling [Vladimir] Putin’s war in Ukraine and helping Iran target American troops in the Middle East,” Sen. Ruben Gallego (D-Ariz.), one of the bill’s lead authors, said in a statement.
