There’s a new wrinkle in the Senate’s procedural wrangling around the GENIUS Act.

Sen. Michael Bennet (D-Colo.) did something on Monday that hasn’t been done in a long time. The Colorado Democrat invoked regular order on the Senate floor to queue up an amendment to a stablecoin regulatory bill – a maneuver the senator described as “piracy.”
