Congress returns this week with plenty to do in the coming months, but little time to get much done before the looming 2026 midterms make legislating even more difficult.
We didn’t see a lot of bipartisan action in 2025. Most government funding is still running on a short-term continuing resolution (more on that deadline below), and Republicans spent most of last year working on their party-line reconciliation package.
