Senators remain optimistic they can reach a bipartisan permitting deal this Congress, while House negotiators say their part of the talks is breaking down.

House Democrats aren’t nearly as bullish they can find a path forward on a bipartisan permitting package as their Senate counterparts. Rep. Scott Peters (D-Calif.), who’s been a key lawmaker in bipartisan discussions, said a big sticking point between House negotiators is transmission permitting issues.
