Just days after lawmakers tossed GAIN from the NDAA, Sen. Pete Ricketts (R-Neb.) introduced a new bipartisan bill to restrict AI chips from going to China.

The fight has just begun on exports and preemption

For now, states can continue regulating artificial intelligence, and export controls on AI chips are staying the same.

Lawmakers have decided not to include a last-minute provision that would block state AI regulation in the final National Defense Authorization Act. Sen. Jim Banks’ (R-Ind.) GAIN AI Act, which would limit exports of AI chips to U.S. adversaries like China, was also left out of the final package.
