Congress is getting tired of watching the export control debate from the sidelines.

We told you in August that we expected the conversation around artificial intelligence chips going to China to heat up in the fall. But Sen. Jim Banks (R-Ind.) stirred the pot more quickly than expected.

Banks caught much of the tech world in Washington by surprise when his GAIN AI Act slid into the Senate’s defense authorization bill.
