SEDONA, Ariz. — Some of the biggest Republican champions for Ukraine are leaving Congress. Lawmakers are split on whether anyone will take their place.

GOP Sens. Mitch McConnell (Ky.) and Thom Tillis (N.C.), as well as Rep. Don Bacon (R-Neb.), are all departing Capitol Hill after this term. They’ve been among the most strident Republican voices to demand that the United States help Ukraine in its war with Russia.
