The House took a major step forward in recent days toward helping Ukraine. But massive hurdles remain.

(I-Calif.) signed onto a discharge petition last week, Ukraine backers achieved their months-long goal of securing a 218th signature, going around House leaders to force a vote on Russia sanctions and Ukraine aid likely after Memorial Day.
But while the bill will almost certainly pass the House, it faces a potentially insurmountable roadblock in the Senate, where lawmakers are continuing to work on their own proposal to sanction Moscow.
