After months of angst, Congress took one big step this week toward securing bicameral agreement to broadly ease the construction of American housing — probably.
The House voted overwhelmingly on Wednesday to amend the Senate’s 21st Century ROAD to Housing Act, sending it back to the other chamber. The Senate wasn’t pleased by the maneuver. Even before the vote happened, key senators warned House members that the fight wasn’t over.
The House, meanwhile, is riding high. Members are happy to remind us that this back-and-forth is what the legislative process can — and perhaps should — look like.
