Portal: Impoundment is so last year – appropriators hope

Appropriators got their power back this past funding cycle. Now, they’re trying to hold onto it.

Most of last year was a dismal experience for the spending panels. OMB Director Russ Vought tested them frequently by impounding funds, sending rescissions packages and calling for the appropriations process to be less bipartisan.
