The White House has formally transmitted a $9 billion-plus rescissions package to Capitol Hill, starting a 45-day clock to pass the controversial measure.

The 24-page package, which you can read here, proposes cutting $1.1 billion from the Corporation for Public Broadcasting, which helps fund NPR and PBS.
