Tuberville likely to fold on military promotions before resolution vote

Sen. Tommy Tuberville (R-Ala.) is expected to back down on at least some of his military promotion holds as soon as this week, according to senators who have spoken with the Alabama Republican.

Tuberville sees the writing on the wall — that enough GOP senators will vote for a resolution allowing the promotions to be approved simultaneously. And he wants to avoid forcing fellow Republicans to take a difficult vote that could result in a temporary change to the Senate’s rules.

McHenry blasts Senate outbound investment reform

News: Rep. Patrick McHenry (R-N.C.) and other senior lawmakers on the House Financial Services Committee have “reservations” about the Senate’s approach to outbound investment reform, according to a letter obtained by Punchbowl News.

The missive comes after we reported this week that McHenry has been playing hardball in negotiations around the annual defense authorization bill. The North Carolina Republican has been threatening to block financial policy from the Senate from being included in a final NDAA unless his crypto market structure reform legislation is tacked on.

Senate Dems meet with White House’s Jake Sullivan on Israel

A group of Senate Democrats met with National Security Adviser Jake Sullivan on Tuesday as progressives look to pressure President Joe Biden over Israel’s military operations in Gaza.

The senators — led by Sens. Chris Van Hollen (D-Md.), Brian Schatz (D-Hawaii) and Jack Reed (D-R.I.) — have been outspoken in recent days about Israel’s offensive against Hamas terrorists in Gaza, arguing its military isn’t taking enough care to avoid civilian casualties.

Bipartisan group of lawmakers opposes attaching FISA to NDAA

A bipartisan group of more than 50 lawmakers sent a letter to House leadership today in opposition to attaching a short-term FISA extension to the NDAA, calling it “unnecessary.”

The letter, led by Reps. Warren Davidson (R-Ohio) and Zoe Lofgren (D-Calif.), said that any short-term extension would be “circumventing the democratic process” and ignoring concerns that FISA has been used against Americans.

🌙 Punchbowl News PM: Johnson’s quizzical FISA play

How’s this for a strategy: Speaker Mike Johnson wants to pass a short-term extension of foreign surveillance authority until early February, lining it up with the expiration of eight complicated spending bills.

According to sources, Johnson told a closed meeting of Senate Republicans that he wants to extend FISA Section 702 authority — which allows the federal government to surveil foreign nationals outside the United States — until next year, with the explicit purpose of lumping it in with the second wave of government funding. Johnson has not said this publicly. His staff didn’t reply when we asked about the strategy.
