Senate Commerce, Science and Transportation Committee Chair Ted Cruz (R-Texas) and the panel’s ranking member Maria Cantwell (D-Wash.) clinched a deal last week on legislation to create a national framework for name, image or likeness — or NIL — deals in college sports.

The bipartisan legislation comes as House Republicans have floundered in attempts to pass their own bill, which faces opposition from the Congressional Black Caucus.
