TUCSON, Ariz. — The House will return to Washington in less than a month for a lame-duck session that will, in large part, be shaped by the upcoming elections.

It’s very difficult right now to make any predictions about just how the lame duck will go. It’s plausible that control of the House won’t be decided by Nov. 12, when lawmakers are slated to return.
