AI chips rule is kicking up a CRA threat amid China splits

The long-awaited Biden administration rule on exporting advanced chips and cutting-edge artificial intelligence was released this morning. Now, the last-minute regulation is spurring at least one major threat to use Congress’ power to rescind newly issued regulations.
