President Donald Trump was supposed to unite House Republicans. Instead, he came to the Capitol to rail against blue-state Republicans and hardline conservatives, leaving the two groups more dug in than ever.

Trump, who held a rally in September promising to “restore the SALT deduction,” abruptly shifted this morning, throwing blue-state Republicans under the bus and telling them to take the deal Speaker Mike Johnson offered Monday night.
